Hugh Neuburger和Houston H. Stokes做了个测算,如果不发生第一次世界大战,德国将在1926年超越英国,变成世界第一大出口国。贸易是英国立国的根本,德国不断挤占英国市场的过程,就是英国愤恨与日俱增的过程。1897年,英国报纸《星期六评论》写道:“如果德国明天消失了,世界上所有的英国人都会变得更富有一些。国家之间曾为了一个城市或继承权而进行几年的战争。它们难道不会为每年2.5亿英镑的贸易而开战吗?”英国外交大臣阿瑟.贝尔福1907年更是说道:“在德国建造更多船夺走我们的贸易份额前,我们不对他们宣战的话简直就是傻瓜。” 注意下图1926年,不发生一战的情况下,德国出口份额超过英国
所以当1914年萨拉热窝的枪声响起,内外交困的德国已毫无选择,只能大喊着“now or never”向着深渊跳了下去。 后记:哀之鉴之,勿蹈覆辙
德国究竟是怎么沦落到和几乎全世界开战的?这个问题曾经困扰了我很久,当我完成这篇文章时,发现这其实是一个很复杂的问题,单纯的用海军竞赛或者威廉二世的鲁莽其实都无法完整解答。例如,一个国家如果要把握战略机遇期而崛起,对外必须要有明确的外交主轴,不可朝秦暮楚,也不可脱离实际;对内要有稳定的政治环境,健全的经济制度,同时还要有强力的政府去压制民间的各种鸡血和短视的诉求;政府要知道国家需要什么,这个需求不以5年10年为计划而改变,甚至要长达数十年去持之以恒的实施,等等。
俾斯麦只是特殊时期的一个特殊过客,他能做到的是在德国本就各种瑕疵的机体上尽力去修补,能维持28年的和平已实属不易。德国的矛盾是先天的,没有一个人愿意且有能力去做根本的变革,一旦类似威廉二世这样软弱且短视的领导者上台后,德国的毛病就会全面爆发。德国外交环境的恶化,看似是外交的问题,其实也是内在的问题。
