  Zhanqiao has a history of more than 100 years. She has witnessed not onlythe humiliating years of Qingdao, but also the construction and development ofQingdao. In 1891, the Qing government issued an imperial edict to establish itin Qingdao. In 1892, the Qing government sent Zhang Gaoyuan, general ofDengzhou, and four battalions of officers and soldiers to Qingdao. Now the word "Huilan Pavilion" is writtenby Shu Tong, a famous calligrapher.
